Project Summary
SupplierTR coordinated a multi-category machinery, equipment and consumables procurement project for the establishment of a Traditional Handicrafts Design Centre in Sivas, Türkiye.
The project was implemented within the framework of the Republic of Türkiye Ministry of Industry and Technology and the Central Anatolia Development Agency’s 2024 Social Development Support Programme (SOGEP). The contracting authority was the Sivas Special Provincial Administration.
Unlike a standard single-machine purchase, the procurement covered the operational setup of three different production workshops:
Ceramics and Tile Workshop
Embroidery, Textile and Weaving Workshop
Ready-Made Printing Workshop
The tender comprised 42 separate line items across three lots. The scope included production machinery, auxiliary equipment, workshop furniture, hand tools, initial consumables, software, installation, training and technical documentation.

Project Scope
Lot 1 – Ceramics and Tile Workshop
The first lot covered 23 line items required to establish a functional ceramics and tile-production environment.
Main equipment and workshop items included:

Kiln shelves and refractory supports
Portable clay and glaze mixer
Clay slab roller
Mobile casting table
Marble worktable
Heavy-duty shelving systems
Tabletop banding wheels
Ceramic modelling, shaping, glazing and finishing tools
The package also included initial production consumables such as ceramic and tile clay, liquid and powder casting materials, underglaze colours, ceramic bisque products, plaster moulds, leaded and lead-free tile glaze, cellulose and transparent ceramic glaze.
Lot 2 – Embroidery, Textile and Weaving Workshop
The second lot covered seven principal industrial textile machines together with the accessories and consumables necessary to begin workshop operations.

Industrial fully automatic lockstitch sewing machine
Industrial five-thread overlock machine
Industrial double-feed walking-foot sewing machine for bag and binding applications
Industrial coverstitch machine
Single-head, 12-needle industrial embroidery machine
Electronic decorative stitching and picot machine
Self-contained automatic wide ironing table
The scope also included sewing and overlock threads, machine needles, bobbins, measuring and pattern-making tools, professional scissors, seam rippers, marking materials and machine oil.
Lot 3 – Ready-Made Printing Workshop
The third lot combined digital printing and marking equipment with a substantial quantity of blank products for workshop production and training.
Main equipment included:
Two heat-transfer printing machines
Sublimation printer
50 W fibre-laser marking machine
UV printing machine
Blank products supplied for printing and personalisation included:

500 caps

Engineering and Procurement Services Delivered
Tender and Administrative Analysis
SupplierTR reviewed the administrative and commercial structure of the procurement, including the three-lot bidding model, unit-price schedule, bidder responsibilities, delivery conditions and costs required to be included in the offer.
Technical Specification Interpretation
Each workshop contained equipment with different technical disciplines, power requirements, operating principles and acceptance criteria. SupplierTR converted the tender specifications into a structured sourcing and compliance framework for ceramics machinery, textile equipment, digital printing systems, laser marking equipment and related accessories.
Product and Manufacturer Coordination
The project required coordination across several specialised manufacturers and suppliers rather than reliance on a single catalogue. Equipment, accessories, software and consumables were evaluated as complete operational packages.
Compatibility and Completeness Control
The technical review considered whether each machine could be installed and used with the required accessories, software, consumables and supporting equipment. This reduced the risk of delivering individual products that complied on paper but could not function as a complete workshop system.
Installation, Training and Documentation Planning
The technical specifications required installation and maintenance support to be provided by the contractor. Users were also to receive equipment training, with the necessary training consumables included. User manuals were required in clear printed and online formats where specified.
Occupational Health and Safety Coordination
The contractor was responsible for complying with current occupational health and safety requirements during delivery and installation. This was particularly relevant because the project combined high-temperature ceramic equipment, industrial sewing machinery, heat-transfer systems, laser marking and UV printing technologies.
Project Challenges
Multi-Disciplinary Procurement
The principal challenge was the breadth of the requirement. The project combined ceramics, textiles, embroidery, heat transfer, sublimation, laser marking and UV printing in a single procurement programme. Each category required a different technical evaluation approach and a different supplier network.
Three Complete Workshops, Not Isolated Machines
The procurement objective was not simply to purchase equipment. Each lot had to establish a usable production and training environment. Machines therefore had to be coordinated with workshop furniture, tooling, initial consumables, software, installation and user training.
Detailed Technical Compliance
Critical parameters included kiln working dimensions and temperature, mixer capacity, slab-roller dimensions, sewing-machine automation and motor configuration, embroidery field and needle count, heat-press working area and power, laser wavelength and marking performance, and UV-printer working area and material compatibility.
Multi-Supplier Delivery Coordination
The three workshops required products from different industries and manufacturing sources. Coordinating commercial terms, lead times, documentation, delivery, installation and training across these suppliers was essential to maintaining package completeness.
Public-Sector Documentation
The procurement was conducted through Türkiye’s Electronic Public Procurement Platform (EKAP). The process required structured administrative submissions, technical compliance control and correct preparation of unit-price offers for the relevant lots.
